Grants and funding for air-to-air heat pumps
The funding that actually applies to an air-to-air heat pump
If you are weighing up an air-to-air heat pump, two pots of public money are worth your attention as at July 2026: the flat £2,500 Boiler Upgrade Scheme grant, available in England and Wales only, and the 0% VAT rate that trims the installed price across the whole UK. Almost everything else you may have read — the £7,500, the £9,000 off-gas uplift, ECO4 — does not apply to air-to-air. This page frames what does, who qualifies, and the single catch that stops most people claiming today.
Why the funding picture for air-to-air is different
Air-to-air heat pumps only became eligible for any UK government grant on 28 April 2026, when SI 2026/390 added them to the Boiler Upgrade Scheme. That was the first time an air-conditioning-style unit could attract public funding in this country, and the change is recent enough that most comparison sites, forums and even some installers have not caught up. As at July 2026 you will still find pages telling you air-to-air gets "no grant". That is simply out of date.
Here is the part worth being clear-eyed about, though. The grant for air-to-air is a flat £2,500, not the £7,500 you see quoted everywhere. The larger figure is reserved for air-to-water and ground-source heat pumps, and air-to-air is specifically excluded from the £9,000 off-gas uplift that runs from 21 July 2026 to 31 March 2027 for oil and LPG homes. So if your plan is to fund a whole-house system with the headline grant, air-to-air is the wrong technology for that pot of money — and we would rather tell you now than after a survey.
None of that makes the £2,500 worthless. For the households air-to-air genuinely suits — all-electric homes, flats, park homes, anyone on storage heaters or replacing an ageing off-gas system — a flat £2,500 off a roughly £4,500 job is a meaningful cut, and it is deducted upfront from the installer's quote rather than claimed back later, so you never front the cash. The scheme also dropped its EPC requirement on 28 April 2026, so an out-of-date energy certificate no longer blocks you; a recent fuel bill and photographs are accepted instead. There is one grant per property, and the air-to-air voucher must be redeemed within three months.
The catch nobody else mentions: the grant is law, but the installers are scarce
The £2,500 is written into legislation and administered by Ofgem, so it is real. The problem is redemption. To claim it you need an MCS-certified installer using an MCS-certified product, and MCS air-to-air certification is still rolling out through 2026. Certification bodies are working through UKAS accreditation to be allowed to certify air-to-air installers, each installer's Technical Supervisor needs an RACHP Level 3 qualification, and MCS has given no fixed completion date — its own wording is that timescales are varying.
The practical effect, as at July 2026, is that MCS-certified air-to-air installers are genuinely thin on the ground. No MCS-certified job means no grant, full stop. So the honest position is this: the grant exists, it is worth £2,500, and it is not yet as claimable as the headlines imply. If an installer promises you the grant today, ask to see their MCS certification for air-to-air specifically before you sign anything. We match you only with installers who can actually redeem it, and we will tell you plainly if the certification is not available in your area yet.
What you can claim, by nation
The Boiler Upgrade Scheme is an England-and-Wales programme, so where you live changes the answer completely. This is the position as at July 2026.
| Nation | £2,500 BUS grant | 0% VAT | Notes |
|---|---|---|---|
| England | Yes | Yes | Full picture: grant plus tax relief |
| Wales | Yes | Yes | Plus means-tested Nest, though that typically funds air-to-water |
| Scotland | No | Yes | No BUS; Home Energy Scotland excludes air-to-air, which makes no hot water |
| Northern Ireland | No | Yes | No BUS; 0% VAT is the only support |
Scotland deserves a specific word. There is no Boiler Upgrade Scheme north of the border, and Home Energy Scotland funding requires a system that provides 100% of both heating and hot water — which air-to-air, by design, cannot. So a Scottish household gets the 0% VAT saving and nothing more. Northern Ireland is the same story: 0% VAT only.
0% VAT: the price cut that reverts on 1 April 2027
This is the funding almost everyone qualifies for, and it is the one with a genuine deadline — not a marketing countdown, an actual change in the law. Under HMRC VAT Notice 708/6, the supply and installation of a permanently-fixed air-to-air unit that provides heating carries 0% VAT across the whole UK, as at July 2026. It applies in Scotland and Northern Ireland where the grant does not, it stacks on top of the £2,500 grant where you can get both, and it needs no MCS certification and no application — the installer simply charges you nothing in VAT.
The relief runs to 31 March 2027, after which the rate rises to 5%, not back to the full 20%. On a typical £4,500 installation the difference between 0% and 5% is a little over £200, so this is not a reason to rush a decision you are not ready to make. But it is a real, dated saving, and it is worth timing an installation you were going to do anyway before the deadline rather than just after it. One important limit: the unit must provide heating. A cooling-only air-conditioner does not qualify, even if it is physically identical hardware.
What about ECO4 and the other schemes?
Two schemes come up often and neither helps here. ECO4, which runs to 31 December 2026, excludes air-to-air outright because it is not classed as a renewable heating system under those rules — it needs to deliver heating and hot water, and air-to-air makes no hot water. GBIS is insulation-only and, in any case, closed. If you have been pointed at either for an air-to-air installation, that advice is mistaken.
How to use this before you read the grant details
The individual schemes are listed below with their specific rules. Before you dig in, three quick filters will save you time. First, if you are in Scotland or Northern Ireland, focus on the 0% VAT entry and skip the grant. Second, if you want to keep your gas or oil boiler and add air-to-air only for cooling or a single room, the grant is not for you — it requires you to replace a fossil-fuel or electric heating system, not run alongside it. Third, if you are all-electric, on storage heaters, in a flat or a park home, or replacing an off-gas system, you are exactly who this funding was designed for. Read on, and check installer availability early, because the certification bottleneck is the real constraint, not the money.
Every funding route for air-to-air, at a glance
Boiler Upgrade Scheme (BUS) — air-to-air £2,500
Flat £2,500 (vs £7,500 for air-to-water/ground-source; £5,000 biomass). Air-to-air is EXCLUDED from the £9,000 off-gas oil/LPG uplift (that runs 21 July 2026-31 March 2027 for air-to-water/ground-source only). One grant per property. Scheme runs to 2030.England & Wales, RESIDENTIAL/domestic properties only. Your MCS-certified installer must apply and the product must be MCS-certified. You must be replacing an existing fossil-fuel (gas/oil/LPG) OR electric heating system — not an existing heat pump, and not a hybrid that keeps a fossil boiler for heating. New-builds (bar eligible self-builds) and social housing are excluded. EPC no longer required to apply (removed 28 April 2026); where none exists the installer submits alternative evidence (fuel bill + photos). The grant is deducted upfront from your quote. As at July 2026.
Official source →0% VAT on energy-saving materials (Notice 708/6)
0% VAT until 31 March 2027, then reverts to 5% (not 20%) from 1 April 2027. Worth roughly a fifth of the install price versus the old 20% rate.Whole UK (GB + Northern Ireland), every homeowner, not means-tested. Applies to the supply AND installation together of a permanently-fixed (not portable) air source heat pump — HMRC's view is that most fixed air-conditioning units are air source heat pumps. The unit must provide heating; a cooling-only unit does not qualify. This is a VAT relief that lowers the price, NOT cash back or a grant. As at July 2026.
Official source →ECO4 — air-to-air NOT eligible
n/a for air-to-airA low-income/benefits scheme (GB). Ofgem's ECO4 guidance states an air-to-air system 'is not considered to be a renewable system in ECO4' because it doesn't provide hot water — only air-to-WATER heat pumps qualify. Listed so you don't chase a route that doesn't exist for air-to-air. Any site offering 'a free air-to-air heat pump on ECO4' is wrong. ECO4 runs to 31 December 2026.
Official source →Home Energy Scotland Grant & Loan — air-to-air NOT eligible
n/a for air-to-air (the £7,500 grant + £7,500 loan, +£1,500 rural uplift, are for air-to-water/ground-source only)Scotland only. Requires a heat pump that provides 100% of the home's heating AND hot water — which air-to-air cannot, as it makes no hot water. There is also no Boiler Upgrade Scheme in Scotland. Consequence: a Scottish homeowner wanting air-to-air has no capital grant — only the UK-wide 0% VAT applies. As at July 2026.
Official source →Warm Homes Nest (Wales)
Fully funded for eligible low-income households (in practice air-to-water)Wales, fully-funded package for low-income households on means-tested benefits / low income. Funds 'air source heat pumps' generically but in practice delivers whole-house air-to-WATER; air-to-air is not confirmed as a Nest measure — treat as unverified. Welsh homeowners who don't qualify for Nest use the Boiler Upgrade Scheme (£2,500 air-to-air), which does cover Wales. As at July 2026.
Official source →Warm Homes: Local Grant (England)
up to £15,000 heating cap (LA discretion; usually air-to-water)England, local-authority delivered (successor to HUG/LAD), to March 2028. For low-income homes, EPC D-G, income usually up to ~£36,000. Funds 'air source heat pumps' plus insulation where the LA agrees — but these PAS 2035 retrofit schemes almost always fit whole-house air-to-WATER; whether air-to-air is offered is at local-authority discretion. Present as an air-to-water route, not a reliable air-to-air one. As at July 2026.
Official source →Northern Ireland — no BUS; 0% VAT only
0% VAT only (NISEP air-to-air unconfirmed)There is no Boiler Upgrade Scheme, ECO4, GBIS or Home Energy Scotland in NI. The UK-wide 0% VAT (to 31 March 2027) is the one dependable air-to-air support. NISEP offers up to 50% off air source heat pumps via NI energy suppliers but is historically geared to air-to-water and air-to-air eligibility is unconfirmed. As at July 2026.
